The no littering sign is not having much of an effect on this corner of Rogers Park this fine January Day. This is the time of year to break old habits. Litter and crime go hand in hand. This photograph was taken earlier today about 1 pm. It was below freezing, the high was 25 degrees F. Its sad to see litter on such a fine handsome block. The housing stock in Rogers Park is top notch, making the litter look that much more incongruent. To see a close up of the litter please continue reading.
